Nationalists and foreign lawmakers in Ukraine are using civilians as human shields, Russian President Vladimir Putin said in an address to the Russian Security Council.
Putin added that Ukrainians and Russians are one people.
“I will never give up on claiming that Ukrainians and Russians are one people, but we are fighting neo-Nazis who have prisoners even from the Middle East. They use civilians and foreigners as human shields. “Students were captured at the Sumy train station, Chinese students trying to leave the city,” he said.

The Russian president added that everything was going according to plan and praised the Russian soldiers, calling them real heroes.
“All the set goals are being solved or successfully achieved,” Putin said.
Russia’s armed forces have taken control of several settlements in the Donetsk People’s Republic, but nationalists still do not allow the evacuation of civilians from various cities in Ukraine, the Russian Defense Ministry said earlier today.
The Russian Armed Forces, together with units of the Donetsk People’s Republic, have taken control of several settlements: Blagoveshchensk, Sinaya Gora, Petrovsko, Shevchenkovsko, Sladka Balka, Ilychenkovo, Ocheravatu and Novoprokopk, said a spokesman for the Russian Defense Ministry.
In addition, the head of the National Defense Management Center of Russia, Lieutenant General Mikhail Mizintsev stated that the Ministry of Defense had asked the Russian Ministry of Foreign Affairs to influence the authorities in Kyiv to stop illegal actions against civilians and foreigners and to provide humanitarian corridors.
Mizintsev added that Ukrainian nationalists do not allow the evacuation of civilians and several thousand foreigners to various cities in Ukraine. The evacuation of 3,189 citizens from India, about 2,700 from Vietnam and 202 citizens from China was prevented from Kharkov.
Russia has evacuated more than 142,000 people from a special military operations zone, nearly 40,000 of them children.
